Indicator library

A reference list of patterns in data that teams commonly use as a prompt for a closer look, with the records they depend on, the ordinary explanations to rule out, and how to check. Indicators are not findings: each one requires verification.

How to use an indicator

1. Check the data first. 2. Compare with a sensible baseline. 3. List ordinary explanations. 4. Verify against source records or on site. 5. Record the outcome and give the party concerned a chance to explain before any conclusion.

This library is a general reference, not a set of rules, thresholds or findings. An indicator does not show that loss, fraud or theft has occurred, and does not identify anyone as responsible. Every indicator requires verification and human review, and the legal basis for using any data should be checked with your own counsel.
